Since 1986 Bjørn
á Heygum has been the public auctioneer in the main police
districts in the Faroes.
As such he has the exclusive right of organizing all compulsory
sales and socalled voluntary auctions of personal property.
Creditors who have a security or have levied executions for debt
against movable properties ask for a compulsory sale. Private people
who own something they would like to sell are free to ask to have
such effects sold at a voluntary auction. In such cases a minimum
sales price is often fixed.
On average about 2-3 auctions take place in a year. The effects
which are to be sold at an auction are normally gathered throughout
the year in order to be able to sell greater quantities each time an
auction is announced.
The normal procedure is to fix a minimum price and a minimum higher
bid in order to speed up the bid.
The effects are sold to the highest bidder after three open outcries
and everything is included in the price, such as V.A.T. and auction
costs.
When effects are sold at an auction there is no guarantee for flaws
and defects in the sold effects.
